Russia approved rules for distribution of quotas and 10-year quota shares in areas under international agreements
According to the order No.604 dated 12 August 2008, the Russian Government has approved rules for distribution of quotas for capture in the areas under the international fishery agreements of the Russian Federation and conservation of aquatic bioresources, http://www.fishnet-russia.com/ (https://www.fishnet.ru)/.
The order says that the quota shares in the waters under the international agreements shall be distributed between the applicants for a period of 10 years. The claimants shall send the respective applications to the Federal Fisheries Agency from 15 August 2008 to 30 September 2008. Apart from the company's full contact and bank details, the application shall contain its catch history for a period of four preceding years.
Within 21 days after the applications' deadline the Federal Fisheries Agency shall approve the lists of approved applicants and the list of rejected applicants. Within 15 days after the date of the lists' approval the Agency shall calculate the shares of each particular applicant and introduce the corresponding records into the State Fishery Register.
The share is calculated as a ratio of the company's catches of each particular species in the areas under the international agreements through the preceding four years to the total harvest of all the approved users for a period of four preceding years.
According to the approved quota shares, the Federal Fisheries Agency shall distribute companies' capture quotas until 30 December, but not earlier than the day of approval of the nation's commercial quotas.
