On 20-21 October 2010 London hosted intergovernmental pentalateral consultations on Atlanto-Scandian herring (spring-spawning Norwegian herring) TAC 2011, reports http://www.megafishnet.com/ (https://www.fishnet.ru/).
According to the Consultations' Protocol, the TAC 2011 of Atlanto-Scandian herring has been set at 988,000 tonnes and the sides (EU, Iceland, Norway, Russia and Faroe Islands which are regarded coastal states as to the stock) have agreed to break it as follows:
No. | Countries | Quota | |
metric tons | share from TAC, % | ||
1 | Norway | 602,680 | 61.00 |
2 | Iceland | 143,359 | 14.51 |
3 | Russia | 126,661 | 12.82 |
4 | EU | 64,319 | 6.51 |

The Protocol also says that each side can add up to 10% of its quota 2011 remaining uncovered to its quota 2012. Each side may allow its fishing vessels to overfish up to 10% of the nation's herring quota 2011, the volume to be deducted from the quota 2012.
The sides have undertaken to inform Norway on exhaustion of their quotas 2010 (with regard to latest data) and on transfer a part of their quotas 2011 to third countries. Norway will bring the information to the notice of all the coastal states.
Access to the herring fishery in the waters under the jurisdiction of other coastal states will be given on the basis of bilateral agreements. In particular, according to the bilateral agreement between Russia and Norway, the Russian-flagged vessels will get access to the Norwegian waters to the north of the 62nd degree North where in 2011 they will be allowed to harvest 126,661 tonnes of herring. At the consultations delegations of Iceland and Russia have also agreed to allow the Russian fishermen to harvest 4256 tonnes of herring in the Icelandic waters to the northeast of the line coming through the following coordinates:
6400 N - 0900 W 6700 N - 0900 W 6925 N - 1300 W
