Anglers to be allowed to sell catches to commercial fishermen?

The largest business association of small and medium-sized enterprises in the country, OPORA RUSSII (SUPPORT OF RUSSIA), has come forward with an initiative to allow permanent residents of coastal settlements to sell their catches to fishing companies, reports Megafishnet.com.

The position of the association with a request to initiate appropriate changes in the legislation was sent by the president of the SUPPORT OF RUSSIA, Alexander Kalinin, to the head of Federal Agency for Fishery (FAF), Ilya Shestakov, on June 25.

The novelty has to do with four regions in which amateur fishermen would be able to sell their catches in a pilot mode, namely, Murmansk, Magadan, Sakhalin and Tomsk regions.

In the address to FAF, the president of the SUPPORT OF RUSSIA points out that today residents of coastal settlements, as well as representatives of indigenous small-numbered peoples can fish exclusively for personal consumption without the right to sell on the market for income.

At the same time, Alexander Kalinin believes, such an opportunity would allow to financially support residents, in particular in Murmansk region, increase their legal income and reduce the outflow of residents from the Far North.

According to Alexander Kalinin, for the effective implementation of the initiative, it is necessary to work out a number of measures. Namely: to determine the volumes, terms and methods of fishery by the residents of the region in the 12-mile zone, to ensure control and accounting of the fish caught for sale, as well as veterinary control of the catches sold.

It is also proposed to determine the procedure for taxation of income received from the sale of catches.
